I'm trying to get started with QGIS. I'm under the impression that QGIS can
do the following :-
1) Load up a WKT file to a layer
2) Added a google map layer UNDER the WKT layer
3) modify the boundary, from step 1. (by overlaying the boundary over a map,
i can clean up the boundary).

Ah, you can add non-spatial tables (eg. csv) via the standard vector
load tool, not the delimited text tool. I realize this is not obvious.
I think you can now load dbf tables this way too.
Also the alternate join with a dbf I was thinking of is in the
Vector->Data Management menu (ftools plugin).
Have you tried using the Sort option in the mmqgis plugin? I think that this
will save your sort permanently.

I believe so but to be honest I think I introduced some kind of complexity
into my map which the plugin is not liking. It was thus working in 1.7.4
