I didn't really get to the bottom of this, but it seems like some of the
dll's may have been missing from the original installation. Reinstalling
QGIS as part of the OSGEO4W installation here
http://download.osgeo.org/osgeo4w/osgeo4w-setup.exe did the trick.

any more with qgis 1.8: the program crashes before even starting to
