[Qgis-user] Missing Ippj-5.3.dl when starting QGIS 1.8.0

Dear list members, I am trying installing Qgis on Windows 7 machine using osgeo4w and i got the error message about a missing Ippj-5.3.dll. I reinstall the libjpeg-ipp packagebut I still have the problem. I followed thw ticket but I cannot understand what is the solution. Best, Manuel --

Hi Manuel, probably you installed some server component (e.g. QGIS Mapserver, Apache) and it is running as a service. You should at least stop the service, but you had better to remove the service from the system.

Hi, I'm using the OSM plugin for qGIS to convert some .osm data to shapefiles. The .osm data in question has cyrillic characters in some the tags, but when I save as a shapefile something seems to be going wrong: The cyrillic characters all appear as question marks in the resulting attribute
