After adding a delimited text layer, the layer will not appear on the same
plane with the prior vector layer I already have uploaded even though they
are both spatially displayed on the NAD83 coordinate reference system. I
cannot figure out how to display them together. Please help.

Try defining your Uploaded Delimited text file as WGS 84 (EPSG 4326)
If that doesn't work.
Check your file to make sure your Longitude is negative and Latitude is

Hi,
When selecting a feature or multiple features in a polygon shape file, is
there a way that only the polygon border can show as selected? That would
allow layers below the selected features to be viewed.
For example, I want to move all features in a polygon shape file using
Toggle Edit Move
go to File - Project properties - General Tab. Click on Selection
color. Change the opacity to around 60% .
I think that will do what you want.
