Ok, it seems Qqis lacks the ability to assist in converting raster (scanned)
maps into vector format? I figured there would at least be an overlay
capability to assist in tracing vectors over an image.
Appreciate any insight into this.

One way would be to TIN interpolate the points to a raster. Convert the
contour lines to points and TIN interpolate them also to raster. Then
subtract the two raster maps with the raster calculator to see the
difference visualized.
