Will try
this also. I use DesignCAD 3D, so no fancy addons but I can
manually rotate and shift the vectors to fit the two tie points.
I'm creating the vector file in a spreadsheet with distance and bearing
entries so will explore closure and transformation there too.

try them. However, one is missing dependencies so may try the other.

I leave the pbe of the mysterious layer disappearing in 2.10 for the
moment and stick with the 2.8.3.

What CAD Package are you using, if you have AutoCAD, then you can use
the align command to preform this, I assume that other packages have
