I have checked that select by location only selects the points that are
snapped to a vertice of a sg_line, but not snapped to segments. Is this
working as expected, or do we have a bug here?

In this cases, is very important that when digitizing, either the lines or
the points, your data and your project are in the same coordinate system.
Using on the fly while digitizing may lead to this kind of problems.
