Had a look at your *.prj files and they indicate your shapefiles have geographic coordinates. If you want to make metric calculations - and a buffer is something like that - you should better define your shapefile with a projected coordinate system (e. g. Gauss-Krüger or UTM) and choose a projection for your project.
