I believe FiberPlanIT is a plugin you get when you pay for the FiberPlanIT
software. I does not seem to be available otherwise:(

This seems to be a problem with your apache fcgi setup. Apache cannot
find your cgi directory.
Btw. the easiest method to use QGIS server is Sourcepole QGIS cloud
(www.qgiscloud.com). No need to run your own database and apache
webserver with this option.
