1. Vector -> Geoprocessing -> Buffer, which will create your typical round
buffer.
2. Vector -> Research Tools -> Polygon from layer extent - will give you a
square.

When you add your layer take a look at the encoding option. You are
choosing a wrong one. I think you are argentinian. Try one of this: UTF-8,
windows-1252 (ANSI), ISO-8859-1.

Not, the idea is to migrate only core, and let plugins have their own system.
Most are on github anyway.
