let's assume that it's not your error.
I would start guessing that the documentation may be outdated. And it may
not be a question of 3.4 vs 3.8, but really outdated information even for
3.4.

Hi all. After upgrading to 3.10 this has happened to some buttons on dialog
boxes. If you hover over the button with your mouse the tooltip does
display correctly. While it is not at all a show stopper, any ideas on how
to fix?

Hi,
I remember having this problem if I typed the shapefile name directly in
the textbox, without clicking on the Browse button to select a location
for the file.

folder where you can write the new shapefile (that's why you get the
permission denied error). Can you confirm the location of the new shapefile?

You do not need to prepend path with system python any more. QGIS
installation should have all the files/software
