If that's the case, it's the basemaps that are moving, not your dots.
The reason is that most of those webservices are not suited for printing.

ho recentemente aggiornato il sistema operativo a Ubuntu 19.10.
Da quel momento non riesco più ad utilizzare in maniera normale Qgis
