thanks for reporting the issue.
The bug has been already fixed here
https://github.com/qgis/QGIS/pull/9621; a new build is available on COPR
(3.6.1-2).
The issue is however not preventing the installation to work properly.

machine, at least on Fedora (like I do: stable from flatpak and nightly
from RPM).

ally speaking overriding Python system libraries installed via RPMs is
a bad idea. You should use virtualenvs instead (or the user prefix at least,
like via pip --user) and leave the system clean.
