If you use www.merginmaps.com QGIS plugin, it will allow you to download
our own vector tiles generated from OpenStreetMaps using OpenMapTiles
schema for offline usage.

If you want to have a collaborative platform where multiple users can edit
the same data, you can consider https://merginmaps.com/
Each user can edit the data and when they sync the changes from QGIS, the
platform consolidate the changes from multiple sources. It can work fully
offline as well.
