to complete the answer from Andreas: when you start editing - even when
your layer is in UTM - the advanced tools will be greyed out until you
select the "Add Line Feature" tool to digitize a new line...see attached

Hi Norm,
Did you make your layer "active"? QGIS needs an active layer to make the
toolbars active. And they need read-write access permissions.
