The official qgis plugin repository is now at
http://plugins.qgis.org/plugins/plugins.xml
You will find Atlas plugin there.
But I still suggest you to upgrade to now stable version QGIS 1.8, where this
repository is enabled by default.

AFAIK Atlas cannot do that but it would be an improvement to consider in
the ongoing project to refactor the plugin.

There are now 2 versions, both in the new repository :
* stable needs at least qgis 1.6
* experimental needs at

I had a chat to Vincent on IRC just before about making a core feature of
QGIS. He said that might be doable as a funded project, so if we can get
someone to fund it we might be able to have it as a core function of QGIS.
