if you can update the plugin from the same repository, it should now work also
with WMS exposed via https (the one you reported it works for me)

we tested the new CSI WMS Legend plugin a bit more and noticed that it
does not support https-Requests for WMS.
Is support for https-requests not implemented yet?

Recently we build a little QGIS plugin to display WMS legends.
It work with QGIS 1.8, not yet with the nightly build.
We are going to release this plugin on the official repo.
