This sounds like a simple question.

Once activated, I cannot find out how to de-activate the above buttons (Pan
Map, Zoom in, Zoom out, etc). I can switch from one to another, but never
disable them all. This means that I can do no work at all on the maps.

There is always one active tool - depending on what you do. As an
example - if you are in zoom in mode and then change to the Identify
mode the tool switches to Identify and the navigation mode is
discontinued.
