I have exactly the same problem since last week or so, and haven't been able to solve it yet. I can see the plugins at the url in a webpage in Safari, but the repository is unavailable in the plugin manager for QGIS 2.18. I don't really want to install 3.x just yet. Has reinstalling 2.18 solved
