Plugins manager says the plugin repository URL is unavailable.
https://plugins.qgis.org/plugins/plugins.xml?qgis=3.18 When I paste the listed
URL in, I do see a web page with the following first sentence.
"NOTE: The preferred way to install QGIS plugins is via the Plugin Manager in

This plugin uses only the selected features of the current layers. But this
