probably caused by topological issues in your data, you can locate those
with check validity algorithm.
For what you are trying to do, if I got it correctly, it would be easier to
create polygons out of your cad lines (polygonize) and then use algorithm
Clip on your parcel data.

I need to split a polygon with a line layer (representing parcel
boundaries ).
Using "Split with lines", the process always stops at 12% and there is
no progress visible. The lines are imported from a CAD dwg as a
CompoundCurveZ (never had to do with this before)
