I don't see the menu Plugins/Fetch Python Plugins.

not exist in the repository. Check the write permissions of the folder of
plugins:

You have to translate

it seem you don't own .qgis directory in your home dir:
type in a terminal window (Ctrl+Alt+T keyboard shortcut ...)
ls -la /home/sergio/ | grep .qgis
and see results.
In case, to change the owner of the .qgis dir type in a terminal window:
sudo chown -R sergio:sergio
Did you give the writing permission as requested ?
sudo chmod -R 777 /home/sergio/.qgis/python/plugins

into / home / sergio / .qgis I have only gdal_pam folder and
python / plugins one doesn't exist.
Must I create the folders?

Try to use sudo.
e.g.
sudo nautilus
then you can just drop anything

Actually I had that same problem after installing qgis to a new
machine. It seems that the python/plugins folder is not created when
it is absent. This deserves a bug report.
