May it is possible to add an action to the clic on the index layer loaded as a
shapefile. Each time you clic on the layer, QGIS load the raster layer...
I don't know if it ispossible to add such action.

Big thanks Yves for pointing gdal (never thinking at all for it), there's a
special command to merge multiple tiles into one with gdal_merge.py.
Keep gdaltindex under the pillow :-)
