I install the good owslib in my python site-package. Perhaps my problem comes
due to the fact that I have already had a version of owslib installed before
trying to install the plugin.

Then, why the installer complains about not having owslib
the first time that you try the installation?
How do you actually get the plugin to install the
included owslib that you mention?

This is this plugin's internal module, however it seems to be broken. The
plugin is made by anonymous, only I could state is it was uploaded by
