You can also open CSV files with x, y columns through the VRT OGR's driver.

Hi,
Some file formats are simply read but not writable. If that is the case with
the csv, just save it as a shape file. Then, when you are done, export it back
as a csv.

My "toggle editing" button is disabled. I imported the csv using the
"Delimited text layer' functionality.

Are you sure you exported your layer to a shapefile, after opening the
csv as a layer?
