This will be possible with the raster calculator in QGIS 1.6 (or already in
current trunk if you compile from source). Select the menu entry 'Layers'-
'Raster calculator...'

Yes, it is planned to make a permanent raster menu in qgisapp for future
versions (that will incude the raster calculator). At the moment, the Raster
menu is only present if the GDALTools plugin is loaded.
