I too am getting the same error while running 1.6 and trunk.
Trying to update from 1.7.0-70 to 1.7.0-71 from Trunk
Windows 7 machine.
This is my first experience with any problems updating from Trunk.

Um, sounds like a different problem. Can you verify that your msvcrt package
file and setup.ini in your matches following data?

no I don't have. That virtual machine is for "qgis tests only under
windows" so I don't install other software in it. The last time I
used/updated osgeo4w it was working fine.
