I did some tests.
It seems majordomo likes all MIME encodings except mime base 64. None is OK,
quoted-printable is OK. Uuencode is OK.

I tried to change the subscription Email address to ql-users but it seems to me that
majordomo is completely unable to manage any type of requests.
For instance I get replies such as:
lists=0D=0Aend=0D=0A
Command 'lists=0d=0aend=0d=0a' not recognized.
No valid commands
