How-best-to: Secondary Queue for Mailing List

When we e-mail a newsletter to our user list (10,000+ e-mail, twice a month), it holds up any other e-mail going into the send queue. What's the best way to avoid this? The mail to the user list is not time-sensitive; it could take a day to trickle out and it wouldn't matter. But the few e-mail c
