I noticed the following with vpopmail-5.3.27 and qmailadmin-1.0.27:
Users created with vadduser had the default user quota.
Users created with qmailadmin had NOQUOTA until I put an entry in the
'limits' table in MySQL at which point the user quota was taken from the
table.
