Robin, Check your DNS settings, particularly your reverse DNS. Be sure that the box you are connecting to has the ability to resolve the box you are connecting from. Whenever I have had delays making a TCP connection to a box it has boiled down to some sort of DNS problem. Regards, Warren

I'm not sure of the exact command, but you might want to read up on flushing iptables. This should flush all the existing rules. Either that, or you can stop the firewall service altogher (not recommended if you have your server directly on the internet and not behind any gateway/firewall).
