Change those files. 'me' should be your machine FQDN.

As of late in my great fight against spam I have started to receive
NDRs (non-delivery reports)
where the spammer sends spam as non existent users with my domain and
then I get all these NDRs.

You may want to publish SPF records. This will allow you to designate
which hosts are allowed to send e-mail as yourdomain. For more info on
publishing SPF records, please refer to http://www.openspf.org/

I have been trying to teach toaster spam. I have feed it over 1000 spam and 1500 ham messages. Its spam detection rate is still pretty low. Is there a setting change that might help in this?

You may want to go to http://qmailrocks.org and do a custom install of Qmail.

instructions on qmailrocks seem to be close to what I'm after, with a
few changes it should be spot on, then I'll move it over to its
permanent home.

Does it go any faster if you remove the blacklists? Is your
/etc/resolv.conf configured with your isp dns servers correctly? When
you do a few dns lookups (host, nslookup, etc) does your isp's dns
server respond quickly?

The removal of the blacklists was a diagnostic thing, not a permanent
configuration change.
Try dig mx osnews.com (or a bunch of diff domians unlikely to be cached)
