I am not an expert in Sieve, but I believe that Sieve filtering is only supported in Cyrus IMAP. The QmailToaster project uses Courier IMAP, which doesn't support Sieve filtering. If you can replace Courier with Cyrus, it is possible, however I do not know if Courier can support vpopmail and
