It sounds similar to something I was going through. If you are using
spamdyke, add the 127.0.0.1 to your /etc/spamdyke/whitelist_ip file.

I think if you run the following it sets vlimits.default as the default config
file.
/home/vpopmail/bin/vmoddomlimits -d
If that still doesn’t work, post the contents of the vlimits file.
