First what version of simscan are you running?
# rpm -qa | grep toaster
# rpm -qa | grep simscan
# rpm -qa | grep .qt

4) turn off clamav, spam, and ripmime
replace everything in the file with
:clam=no,spam=no and qmailctl stop / qmailctl cdb / qmailctl start.
If 2,3,4 don't work, you'll have to disable simscan, step 1 above.
