You need correct settings of webmail with your own settings.
I already did it for encoding issue in my case.
With html messages, didn't test it, and suppose it's better ask in squirrel
mail list too.

When a user receives an HTML multipart message (for example from
outlook.com), I have noticed the following:
* the non-HTML version of the message is displayed by default in
Squirrelmail, and in this version umlauts are displayed incorrectly
