not help me in that I am trying to send a message to users on two other
mail servers that are not toasters. One is on a Windows Server and one
is a linux sendmail server.

You could use the bulletin system that is built into QMT
via vpopmail. I think it is vpopbull in the vpopmail bin
directory. Read the doc it is quite useful.
