I think I know what's happening. The bounces are coming from QMT itself. The bounce message is going to a local address, so qmail-send passes it on to qmail-local which delivers it. qmail-smtp never sees the bounce. The taps patch is part of qmail-smtp. Thus, the message is never seen by taps.
