I know that IE has a huge problem with Flash in that a Flash object is
ALWAYS on top of everything. It's possible that the PDF object suffers
from the same bug. It is an IE bug, not a qooxdoo bug, I discovered this

There is a problem when using a pdf-plugin (f.e. adobe) inside a
ButtonView (only IE).
