I have a customer who is experiencing really weird problems with Chrome
drop down lists with a scroll bar bounce if he tries to scroll to the bottom
of the list. When he drags the scroll bar (or uses the down arrow at the
bottom of the scroll bar) and releases the mouse, it scrolls back up.
