packages where designed so you can use them independent from the SDK

Hello, I'm new in Qooxdoo, I like to use the option qxoo-noopt, but in my
version 1.6 doesn't appear. I like to debug, and it is hard without this
option. I was try by command line parameter, and changing it in the config
file, but doesn`t work. Any idea?
