A quick google for "nubus video capture" suggests that video capture boards such as the Pinnacle Targa series were available for NuBus.
I once saw HiSoft demo a SCSI->Video box that played MPEG files, but I have no idea whether there was ever Macintosh support for it. I don't think I've ever seen a Video->SCSI box though.

I was thinking about this the other day while I was tinkering with a Performa 638cd that has a TV tuner along with composite and Y/C (S-Video) inputs. I'm not sure whether it's capable of video capture, or whether it's just a fancy genlock arrangement.
