'unstable' repo is not used currently. Please use 'current-testing'
which have 4.19+ latest LTS kernels. You can also install
'kernel-latest' which is mainline stable kernel.
So you can do:
sudo qubes-dom0-update --enablerepo=qubes-dom0-current-testing
kernel kernel-qubes-vm
