Update: I was able to work around the issue by taking tips from this guide: https://mullvad.net/en/help/qubes-os-4-and-mullvad-vpn/
I created a debian 10 Standalone Qube instead of a regular NetVM as proposed above, but still did the Qubes official guide VPN installation. This way I was able to mitigate the connectivity issues.
