Found the issue, it's a feature of the Dell Optiplex 7060 when power is
low. Re-seating the power adapter resolver the issue. Not a Qubes or Xen
issue.

ya most likely can be considered a security feature. Joanna has mentioned
herself in the past wallpaper images can compromise a system. Maybe not
purposely disabled but not worth to support either lol. Defeats purpose of
using Qubes with a dom0.

The kernel in dom0 and VM is working fine, at least for me as I tested
it several days, but there is no reason now it should not.
For the bug with graphical boot we are looking at what is the problem.

A quick update:
Qubes 4.0 seems to run _much_ more stable than the last RCs. Even the last RC I
tried froze sometimes in the end, but up to now in 4.0 this didn't happen
again. Strict reset is only needed for the ethernet controller (03:00:1).
Suspend works like a charm, as does wifi, ethernet
