My computer doesn't go to sleep.

I have XFCE Power Manager set to Hibernate the system after one hour. When I
come back to the system after that time, the screen is blank (but not off) and
the system seems to be fully powered up (the fan seems to be running at the
same speed as when I'm using the computer). So I move the mouse, log back in,
the Qubes desktop reappears, and there is a message from the Power Manager:

GDBus.Error:org.freedesktop.login1.SleepVerbNotSupported:Sleep verb not
supported

If it matters, this is a desktop machine (HP Compaq 8200 Elite SFF).

Anyone know how I can solve or troubleshoot this? Thanks!
