DWM can do this for you.it has inbuilt mechanims to Lock app windows to separate tags (Virtual desktops). Also you can define on which monitor this tags is and where you want to Lock it.
I'm using dwm on my everyday qubes thinkpads and it works great, all application windows goes there where I want them to go and they don't mess my currently active "window".
