I just tested that it installs in Linux Mint 18.3, but I've had similar install
problems recently where
I had to explicitly install some libraries in the OS. In some cases there were
hints. I don't see anything
here that I recognize, but I do know in the past I've needed to install
libgdal-dev.

Yes, just became aware of the DescTools library after working off Marcs R Code
