Dear James, the fact you can download the packages via Chrome but not in R/RStudio might indicate that your browser uses a proxy server that is not known to R. Maybe you have to configure it (e.g. https://stackoverflow.com/questions/6467277/proxy-setting-for-r#8297685) appropriately?
