The NOTEs look harmless, the WARNING is this

 (InternalException (HostCannotConnect "badges.ropensci.org" [connect: failed 
(Connection refused (WSAECONNREFUSED))]))

so badges did not want to speak to win-builder. Doesn't look like something you 
can deal with, except by removing the offending badge from README.md. 

The "Current CRAN" business is about the previous version, so likely irrelevant.

It seems reasonable for you to take the "false positive" route.
