I had the same problem in 3.7, and changing the radius.cfg file
as mentioned seemed to work. The users file remains as before.

I'm upgrading from 3.3.1 to 3.6 plus patches.
Using the same radius.cfg in 3.6 as was used in 3.3.1 I'm getting
